Hitler (no dummy) was well aware that the German government was responsible for the slaughter of German soldiers in the First World War. He knew it, but could not acknowledge this; say it to himself.

He created the Holocaust as a re-enactment: if the German government can slaughter its own soldiers, why can't it also slaughter Jews, hated enemy of the German people?

The Holocaust replicated the First World War, with Jews taking the place of German soldiers. Jews enacted the slogan of the SS-man: OBEDIENCE UNTO DEATH.
